Just received this from a highway inspector:
Thank you for your query re' the above footway works.These concrete patches are in fact a prelude to a proper resin overlay which will be completed this week I believe, and as such are merely temporary.
Well, I must again apologise for misleading my readers. I look forward to seeing the results.
